Most people do not use them.  You will find more motorists use signals when turning, but rarely use them for lane changes.
  A proactive approach is to learn to read a motorist’s body language and to read other clues about their intentions.  Do not expect them to use their signals.  Many people tend to look in the direction they intend to turn.
